Study of coastal territorial restructuring

Missions
  • Assessment and critical analysis of preliminary studies and completed projects;
  • Updating the diagnosis of the ADS 2018 study and additional analyses (regulations, land, landscape, tourism, modelling of the coastline for 2052 and 2122, etc.);
  • Detailed analysis of outdoor hotel and restaurant businesses affected by the receding coastline;
  • Identification of invariants, restrictions and opportunities and definition of development guidelines.

Following the publication of the Climate and Resilience Act (08/2021) and the signing of the Development Partnership Project (12/2021), the signatories of the PPA (CAPB, State, town of Saint-Jean-de-Luz, SMPBA), wished to update the development strategy for the northern sector of Saint-Jean-de-Luz, by taking into account changes to the coastline over the next 30 to 100 years.

The consortium led by Setec Organisation and associating Les Marneurs (Architecture, urban planning, landscape), Pintat Avocats, Expan’tia (tourism expertise), Cetiac (agricultural expertise) and Soler Ide (environmental expertise), is developing this strategy and developing an action plan for the area. The strategy is based on two principles: the relocation of the issues affected by the receding coastline and the development of the landscape and renaturation of the site.

 

In order to define a master plan (“sketch” level), the consortium commissioned by the CAPB is carrying out :

 

In phase 1, a joint diagnosis:

  • Assessment and critical analysis of previous studies and projects, updating the diagnosis in the ADS 2018 study and additional analyses ( regulations, land, landscape, tourism, modelling of the coastline at 2052 and 2122, etc.), in-depth analysis of outdoor hotel and restaurant businesses affected by the receding coastline, identification of invariants, constraints and opportunities and definition of development guidelines.

In phase 2, the definition of the master plan:

  • The entire process, led by Setec Organisation, is being carried out in close collaboration with the CAPB and the signatories of the PPA, and in coordination with the various initiatives underway, from regulatory changes to the implementation of the first relocation projects.
