
CAC represents four French communes: Villers-Saint-Paul, Nogent-sur-Oise, Montataire and Creil. With 73,000 inhabitants, it is the second-largest agglomeration in Picardy.
CAC has been in charge of running the public drinking water and sanitation service since 1965. It owns these utilities, and has delegated operations to a single contractor up to July 2017.
On June 25, 2015, the local council discussed the delegation of drinking water and sanitation services, and decided to update the existing contracts.
CAC hired a consortium of project management assistants to implement this decision and help with procedures for selecting the future contractors.
