Abidjan Metro Line 1

Missions

Assistance to granting authorities · Technical and strategic management · Geotechnical and civil engineering expertise · Project Management Office (PMO) and document management

setec assists the granting authority and the BNETD (National Office for Technical Studies and Development), providing technical experts as well as financial and legal expertise. The company’s mission is to support the government in ensuring the success of the project.

Line 1 of the Abidjan Metro is a key public transport project designed to meet the high demand for travel along the north-south axis. By connecting the main hubs of the metropolitan area, it is set to provide a reliable, high-capacity alternative to road transport, ease traffic congestion in the city and support urban development. Stretching 37.4 km and featuring 18 stations, the line will link Anyama to the airport, passing through Abobo, Adjamé, Plateau, Treichville, Marcory and Port-Bouët. It will run alongside the historic Abidjan–Ouagadougou–Kaya railway line for approximately 32 km and will have the capacity to carry 540,000 passengers a day. The project, which began with preliminary works in 2018 and entered its main phase in 2022, is continuing in 2026, with commissioning scheduled for early 2029.

Developed under a concession agreement between the Government of the Ivory Coast and STAR, the project covers the design, construction, operation, maintenance and renewal of the infrastructure. The concession consortium includes SICMA / Bouygues Travaux Publics, Colas Rail, Alstom and Keolis.

As part of The Ivory Coast’s National Development Programme, the project is being developed under a concession covering the financing, design, construction and operation of the line. As the circumstances led the government to seek a financing solution from the French Republic, a concession agreement was concluded with STAR, bringing together, in particular, SICMA / Bouygues Travaux Publics, Colas Rail, Alstom and Keolis. The concession also covers the maintenance and renewal of the infrastructure.

Our teams in action

setec supports the Government, the granting authority and the BNETD in defining and managing the project: traffic studies, preliminary design, interface and technical-economic studies, general and functional programmes, tender analysis and concession negotiations. This technical, economic, financial and legal support also covers safety and security, planning, risks, requirements, interfaces, monitoring of procurement and works, testing and commissioning. Finally, it includes geotechnical reliability measures for the structures — notably the Houphouët-Boigny 2 Bridge — and the implementation of an electronic document management system.

By combining strategic vision, technical expertise, support for the concession and information management, setec helps to make the project stronger, more transparent for its stakeholders and easier to oversee until it is commissioned.

Challenges

  • Coordination and stakeholder management.
  • Management of technical and environmental risks.
  • Compliance with deadlines and budget.
  • Integration of the infrastructure into a dense urban environment.
  • Management of the hydraulic and geotechnical challenges involved in crossing the lagoon.
