Overview

The Seine-Maritime department in northern France is one of the most-at-risk departments in France in terms of flood hazard. In 2000, the Seine-Maritime general council launched an ambitious flood mitigation plan concerning 20 territorial water authorities and other local organizations working on reducing water-related hazards and flood management.
After ten years the general counicl entrusted Setec (in partnership with Asconit Consultants) with a global assessment of the Seine-Maritime department flood management plan including suggestions for improvement, development of a multiple-criteria decision analysis (MCDA) methodology to enable the general council to select projects proposed by local authorities, and drafting of guide to help the local authorities prepare water project proposals subject to MCDA.
