By decision of the SIARCE trade union committee dated the 12th of December 2019 and of the CA GPS community council dated the 17th of December 2019, these two public establishments agreed to create a Public Local Company (SPL).
This company was registered with the ÉVRY Trade and Companies Registry on the 22nd of April 2021. The purpose of the SPL is to manage and operate the wastewater treatment plants on the EXONA ÉVRY site in a coordinated and mutualised manner, and to design, build and operate a
technical and commercial facility to recover energy from the by-products of wastewater treatment on the site.
Several projects have been carried out for SPL Confluence since 2021:
o AMO GPS/SIARCE, report on the choice of wastewater treatment management method,
o Project management for the implementation of the contractualisation with SPL Confluence as a concession operator,
o Project management assignment for SPL Confluence to take over the concession contract for the operation of the EVRY, EXONA
and Coudray-Montceaux WWTPs by SPL Confluence,
o AMO SPL Confluence for the implementation of the operation of wastewater treatment plants under a Service provision contract.
Joint inventory:
During the audit, we carried out a complete inventory and and diagnosis of the equipment at the 3 WWTPs the MOA, the incoming operator and the outgoing operator.
Tasks performed:
o Manual and supervised visual inspection of each piece of equipment
o Rating of each piece of equipment according to an
obsolescence scale
o Costing of all obsolete equipment,
out of order or faulty
